URA to Recruit 1,269 Staff to Strengthen Tax Collection

The Uganda Revenue Authority is set to expand its workforce with the recruitment of 1,269 new staff. This initiative aims to enhance tax collection, focusing on high-net-worth individuals in sectors such as construction, transport, and professional services.

According to the Minister of State for Finance, Planning, and Economic Development, Henry Musasizi, the government is committed to improving revenue collection and tackling corruption within the tax system.

“We are intensifying efforts to eliminate corruption in tax collection. Additionally, we are hiring 1,269 new staff to expand our reach and ensure compliance, particularly among high-net-worth individuals in businesses like construction, transport, and professional services,” Musasizi stated.

Proposed Tax Reforms to Strengthen Revenue Collection

To complement this recruitment drive, the government has introduced several tax reform bills aimed at streamlining revenue generation:

  • Income Tax Amendment Bill No.2, 2025 – Adjusts income tax regulations.
  • Excise Duty Amendment Bill No.2, 2025 – Modifies excise duty laws.
  • Value Added Tax Amendment Bill, 2025 – Proposes VAT law revisions.
  • Tax Procedures Court Amendment Bill, 2025 – Updates tax procedures.
  • Stamp Duty Amendment Bill, 2025 – Alters stamp duty regulations.
  • Hides and Skins Export Duty Amendment Bill, 2025 – Revises export duty laws.
  • External Trade Amendment Bill, 2025 – Modifies external trade policies.

URA’s Revenue Target for 2024/25

The URA is expected to collect Shs 31.574 trillion in taxes for the 2024/25 fiscal year, an increase of Shs 1.9 trillion from the current target. This increase is crucial for funding national development programs.

Meanwhile, the government has trimmed the 2025/26 national budget to Shs 57.441 trillion. The reduced budget prioritizes economic stability, focusing on infrastructure, security, and energy to drive national growth.
