A group of concerned Muslims, led by Sheikh Ali Ndawula from Luweero District, has petitioned Speaker of Parliament Anita Among over the re-election of Sheikh Shaban Ramadhan Mubaje as Mufti of Uganda.
The petitioners argue that Mubaje’s re-election violates the 1972 Muslim Constitution and demand his immediate retirement.
Why the Petition?
The petitioners assert that Mubaje’s tenure officially ended on March 12, 2025, when he turned 70, in line with the constitutional age limit.
Despite this, a joint session of the Majilis Ulaama and the Executive Committee re-elected him on March 13, 2025, defying the amended constitution.
“Sheikh Mubaje should retire since his tenure ended on March 12, 2025. The government may consider alternative deployment for him,” the petition states.
Proposed Solution
To restore calm within the Muslim community, the petitioners propose that Mubaje’s deputy take over leadership for 60 days, during which a proper election for a new Mufti should be organized.
“As provided in the UMSC constitution, the first deputy mufti should take over leadership temporarily, and a new election should be held in accordance with the constitution,” the petition adds.
Constitutional Breach and Government Intervention
The petition highlights that the Ugandan government allocated over Shs2 billion for the UMSC constitutional review and the election of new office-bearers.
However, Mubaje’s re-election is seen as a serious breach of the amended constitution, requiring Parliament’s intervention to uphold the law.
Potential Diplomatic Fallout
The petitioners warn that Mubaje’s continued leadership could strain Uganda’s relations with Muslim-majority nations.
“We are aware that GCC countries, the Arab League, and nations like Egypt and Turkey have threatened to suspend support for vulnerable communities in Uganda, which could overburden the government,” the petition states.
