President Yoweri Museveni has appointed Arthur Mugyenyi as the new Director General of the Internal Security Organisation (ISO), effective immediately.
The position became vacant following the death of Brig Gen Charles Oluka in February this year. Oluka had served as ISO chief since 2021 and played a key role in national intelligence operations. His passing left a leadership gap in one of Uganda’s most critical security agencies.
According to Deputy Presidential Press Secretary Faruk Kirunda, Mugyenyi will be deputized by Tony Kinyera Apecu, who replaces Col Emmy Katabazi.
Katabazi has been appointed as a deputy ambassador to a yet-to-be-named country.
Mugyenyi’s appointment comes at a crucial time when Uganda faces increasing security challenges, including cyber threats, regional instability, and internal criminal networks. His leadership is expected to focus on enhancing intelligence gathering, counterterrorism efforts, and national security coordination.
Security analysts believe that Mugyenyi’s experience and expertise will strengthen ISO’s operations, ensuring that Uganda remains vigilant against emerging security threats.
The Internal Security Organisation is responsible for gathering and analyzing intelligence to support the country’s security framework.
With his new mandate, Mugyenyi is expected to restructure and modernize the agency to improve efficiency and responsiveness. His leadership will be instrumental in shaping the future of Uganda’s intelligence community.
