Charity Mulenga Named UCC Board Chair, Leading New Eight-Member Team

Charity Basaza Mulenga, a distinguished Ugandan electrical engineer and academic administrator, has been appointed chair of the Uganda Communications Commission’s (UCC) new eight-member board.

Born around 1979 in Kisoro District, Western Uganda, Mulenga holds a Bachelor of Science in Electrical Engineering from Makerere University, a Master of Science in Digital Communication Systems from the University of Loughborough, and a Ph.D. in Electrical and Electronic Engineering.

Her career spans both academia and industry. She has worked as a switch planning engineer at MTN Uganda, a research coordinator at Makerere University’s Faculty of Computing and Information Technology, and served as deputy vice chancellor at St. Augustine International University (SAIU). From 2011 to 2016, she was the founding vice chancellor of SAIU.

Mulenga’s extensive expertise positions her as an ideal leader for the UCC board, which oversees Uganda’s communications sector, including telecommunications, broadcasting, radio communication, postal services, and digital infrastructure.

The newly appointed UCC board includes:

  • Mr. Bernard M. Katureebe
  • Eng. Geoffrey Agoi
  • Eng. Paul Odoi
  • Hon. Sylvia Namabidde Musisi
  • Ms. Hawa Tuuku
  • Hon. George William Nyombi Thembo

The new board replaces the outgoing team led by Dr. Dorothy Okello. Notably, Dr. Jimmy Pat Saamanya, Enoch Barata, and Edson Ngirabakunzi were dropped, while Eng. Paul Odoi has been reappointed.
